In this sequel, the story moves away from international karate tournaments to a gritty, small-town setting. While visiting his sister in Liberty, a rural Southern community, Tommy Lee discovers the town is being terrorized by a violent neo-Nazi militia led by Donnie Hansen. When the group murders a local pastor and targets a schoolteacher, Tommy is forced to use his martial arts skills to defend the town and his family.
